Fused Kylin set bugged?

When i fuse my Kylin set to an apparel (doesn't matter which apparel set, even if its kylin apparel) it loses it's effect.
In a guide on this forum it said when fused to kylin apparel, it keeps it's effect. So is this a bug? False information on the forum?

kylin set itself have little stun/recover effect. if you fuse kylin set to any app. effects should still work.

unfortunately it lost the kylin effect after fusing to an apparel. tried it on 3 different kylin sets with different apparels
